This is what BettaBelle from Uiquebettas and UB told me. (thoes are her videos also)

You have your empty bottle, your VEs your handy dandy box cutter, and a cup of water and a tuft of filter floss

Cut the top if the empty bottle off like so

Pour your VEs in Not much as you see

Carefully work the top that you cut off into the bottle like so, and the culture should work it's way up to the neck of the bottle

Stick the wad of filter floss, (Or cotton) into the neck of the bottle and carefully pour the water into the bottle.
You can wet the floss if you want to to get the air pockets out.
You are also going to want to be very sure when your pouring, you are, pouring down the side, not right on top of the floss, (using your hand to protect the floss, and hold it might be smart) because the water pressure can knock the floss into the VE solution
Within hours there should be VEs in the clean water

Use a piece of ridged airline tubing in the clear water and drain directly into the fry tank
